If it's not a primary, only that account can access it. For your partner to access it on his account, on his PS4 you must have your PSN set as primary on his console. Alright, all of this makes sense. It seems like for our situation both share both systems, neither is used exclusively , the answer is: if we want to play online co-op, the person who DIDN'T buy the game gets to play downstairs and the one who DID plays upstairs.
For everything else, we get to only play games we bought on our own account if we want to play upstairs which will be almost never.
